Commerce Sewer Line Responsibility: Homeowner or City?

In Commerce the rule comes from Los Angeles County. The city adopted the county’s sanitary sewer and industrial waste ordinance as its own, and the sewer mains under its streets are maintained by the county’s Consolidated Sewer Maintenance District. Under that county code, the owner of the property served must keep the house lateral in a safe and sanitary condition, and the district counts the whole lateral as the owner’s: from the building to the main, including the part in the public right-of-way, under the pavement and the parkway. The district maintains the mains only.

Who Is Responsible for a Sewer Line Blockage Under the Sidewalk in Commerce?

The property owner, house or business. To clear a backed-up main line we work from the outside cleanout, or from a toilet or the roof vent when there is no cleanout, and we can put in a cleanout once the line runs again. The complimentary camera inspection after every main line clearing shows where the blockage sits, and we clear the lateral as far as the county main. When the pipe itself has failed, we fix it without a trench whenever the pipe is sound enough for that, and we dig only when it is not. What If the County Sends a Sewer Lateral Root Notice?

The district runs cameras through its mains, and its 2019 report to the city says it had televised all of Commerce’s public sewer, more than 261,000 feet of pipe. When the camera finds roots growing out of a private lateral, the district writes to the property owner and asks for the lateral to be serviced by a licensed plumber within 90 days. Its notice also asks the owner to call the district’s maintenance yard before the cleaning, because the plumber has to catch the loosened roots in a basket at the manhole downstream. When the Repair Means Cutting the Pavement in Commerce

• A permit comes first. Commerce’s code makes it unlawful to cut or dig in a city street without a permit, and the encroachment permit application for work in the public right-of-way comes from the engineering staff in the city’s Public Works Department.

• New pavement is off-limits for years. A street that has just been paved, reconstructed or resurfaced cannot be cut for five years, or two years after a slurry seal. The exceptions include an emergency that endangers property or cuts off essential utility service, and the city keeps a street moratorium list.

• The street gets put back quickly. When the city does allow a cut in a protected street, the repaving has to be finished within 30 days of the work, and it can be required to run well past the trench, up to the full width of the roadway.

When a Commerce Sewer Line Backs Up

• Stop using water. Every flush, shower and load of laundry adds to the backup, and it comes out at the lowest drain in the building.

• Check the street. Sewage spilling from a manhole in the street is a problem in the county’s main, not your lateral. Los Angeles County Public Works takes urgent reports 24 hours a day at (800) 675-4357.

• Find the cleanout. It is usually a capped pipe near the foundation or between the building and the street. The county district’s own advice is a cleanout and a backflow preventer on every lateral, so tell us when you call if the building has no cleanout.

Who Supplies Water in Commerce?

California Water Service, known as Cal Water. The city’s own list of utilities names it as the provider of residential, commercial and industrial water service throughout Commerce, and the Cal Water district office for the area is in the city, on Tubeway Avenue. Behind that one name are two systems. Cal Water’s own system in the district serves about 26,600 connections, and the City of Commerce owns a smaller system of about 1,200 connections that Cal Water has operated since 1985, under a lease the city renewed in 2018 to run through 2033. On the city’s system, Commerce still sets the rates and pays for improvements, and the water is a mix of local groundwater and imported surface water.

Can I Turn Off the Water at the Meter in Commerce?

Not as a rule. On the city-owned system, Commerce’s municipal code says the shutoff valves at the meter are installed by and for the use of the city, and a customer should not operate them except in an emergency. The same code requires every property to have its own shutoff valve on the house side of the meter, easy to reach and kept in working order. From the main to the meter the pipe belongs to the system; from the meter to the building it is the owner’s to install and maintain. Who Fixes High Water Pressure in Commerce?

On the city’s system, the owner does. The code says the city will try to hold a recommended pressure but leaves the property side to the customer: if the pressure is higher than the building needs, it is the owner’s job to install a device that protects the plumbing or brings the pressure down, and if it is too low, the owner pays for whatever boosts it.

Commercial kitchens and multi-tenant buildings usually do better with regular hydro jetting than with waiting for the line to stop, and the right interval depends on how much the kitchen cooks.
