We had a last minute emergency leak under our house and Art came out right away to fix the problem on a galvanized pipe. Same day fix! He was very professional and nice to me and my husband. We are very happy with the job and will be calling again in the future. Thanks Art and Rooter & Plumbing Masters!
An absolutely positive experience. They were rapid in their response and assessment, communicated thoroughly and pleasantly, and remained quick and affordable. Very recommended!

About Our Los Feliz Plumbers
Rooter & Plumbing Masters is a licensed plumbing, sewer and drain contractor, CSLB #1004038, working in the hillside houses, apartment buildings, shops and restaurants of Los Feliz, the Los Angeles neighborhood at the foot of Griffith Park. Our Los Feliz plumbers go out from the company’s own shop in Montebello. A person answers the phone at every hour, the estimate costs nothing, and no work begins until you have seen the price and said yes to it.
Los Feliz and the park above it started as one piece of land, a Spanish land grant whose name the neighborhood still carries. The city’s own history of the park tells the rest. In 1882 Griffith J. Griffith, who had made a fortune in silver mines and real estate, bought 4,071 acres of the rancho, and on December 16, 1896 he gave 3,015 of those acres to the people of Los Angeles for a park. Griffith Park now covers more than 4,210 acres and rises from 384 to 1,625 feet above sea level. The trust Griffith left paid for the Greek Theatre, built in 1930, and for Griffith Observatory, which opened in 1935.
The houses followed the streetcars and the film studios. City Planning’s historic resources survey of the Hollywood community plan area, which takes in Los Feliz, records streetcar lines on Vermont Avenue, Hillhurst Avenue and Los Feliz Boulevard in the years after 1900 and significant residential building in the Los Feliz hills during the 1920s, some of it marketed to people who worked in the movies. The survey describes the Spanish Colonial Revival houses here as more elaborate than the ones on the flatlands, and it notes that across the plan area after World War II the hillside lots still empty were built on while stucco apartment buildings filled in the flat streets. City Planning’s 2021 demographic profile of the same plan area puts a number on that age: 29.5 percent of its housing units were built in 1939 or earlier, against 19.7 percent for Los Angeles as a whole, and nearly half were built before 1960. A house from the 1950s or 60s typically has cast iron and clay drain pipe that is failing by now, and the 1920s houses on the slopes are a generation older than that.
Plumbing Problems We See Most in Los Feliz
Roots and grease in the sewer lateral. LA Sanitation and Environment, the city’s sewer agency, traces more than half of all sewer backups to tree roots and to fats, oils and grease poured down drains. Our drain cleaning in Los Feliz opens the line, and each main line clearing ends with a complimentary camera inspection, so you find out whether the pipe was simply blocked or is cracked too. In Los Angeles the owner’s lateral does not stop at the property line: the city’s lateral rules are laid out below.
Kitchen drains that clog again. A cable only pokes a hole through grease, and the hole closes. For a kitchen line that keeps coming back the usual answer is hydro jetting in Los Feliz, which scours the pipe wall. The restaurant kitchens on Hillhurst Avenue and Vermont Avenue get the same treatment from our commercial plumbing crews.
Pipe that cleaning will not cure. When the camera finds a crack, a belly or a joint that has pulled apart, that length of pipe needs a drain repair. A line that has failed from one end to the other is a drain replacement in Los Feliz.
Galvanized steel water pipe. The Los Angeles Department of Water and Power, LADWP, tells customers that galvanized steel pipes corrode as they age and swell on the inside, shedding scale that clogs faucet screens and showerheads, and that when it gets severe re-piping is worth considering. We make a pipe repair where a single run has failed and price repiping in Los Feliz when leaks keep turning up in different rooms.
Water on a ceiling, a wall or the floor. A stain that grows, a warm patch underfoot or a bill that has climbed for no reason means a pipe is leaking where you cannot see it. Our leak detection in Los Feliz locates it with listening equipment, and with tracer gas if that is needed, before any plaster is opened.
Water heaters at the end of their life. A tank that leaks from the tank itself cannot be repaired and gets replaced. Our water heater service in Los Feliz covers houses, apartment buildings and businesses, and the replacement is permitted through the city.
Gas lines and earthquake valves. We run and pressure test gas lines in Los Feliz for ranges, dryers, tankless water heaters and backyard fire pits, and we install motion-activated earthquake shutoff valves. Los Angeles has its own rule on those valves, summarized under Additional Information on this page.

Reach a Los Feliz Plumber at Any Hour
The first thing we ask is where the water is. Coming up through a shower or a floor drain, it is the main line, and that is an emergency plumbing call at three in the morning as much as at noon. Dripping from a ceiling or running down a wall, it is a pipe inside the house, so close the main shutoff and then call. A sink that will not empty, a faucet that drips or a toilet that keeps running is everyday plumbing repair. And if you are buying a house here, a sewer camera inspection in Los Feliz shows you the lateral while there is still time to negotiate. Se habla español, and our Los Feliz plumbers pick up at (888) 855-6680 around the clock.
Experienced Professionals
Plumbing Services for Los Feliz Houses, Apartments and Storefronts
The Los Feliz Neighborhood Council counts Franklin Hills, Laughlin Park and all of Griffith Park in its territory, and we take calls from the whole of it: the 1920s houses on the slopes, the apartment buildings on the flat streets, and the storefronts of Vermont Avenue, where the city’s survey calls the Dresden Restaurant a Los Feliz landmark since 1954. Every truck carries a sewer camera, a hydro jetter and the listening equipment we find leaks with. When a sewer line runs under a driveway, a stairway or a retaining wall, ask about trenchless work, which can mean cured-in-place pipe lining, pipe bursting, or an epoxy spray coating inside a cast iron pipe. The city has a say in the part under the street, which is covered in the next section. Fixtures are our work as well, sinks and showers and bathtubs included. LADWP recommends flushing a water heater at least once a year to keep mineral deposits from building up in it, and a water heater check is part of our plumbing maintenance in Los Feliz. Estimates are free, and the price is yours to approve first.

Los Feliz Sewer Lines
Who Is Responsible for a Sewer Lateral in Los Feliz?
The property owner is, and in Los Angeles that includes the part under the street. Los Feliz is a neighborhood of the City of Los Angeles, so the city’s rules are the ones that apply. LA Sanitation and Environment, LASAN for short, describes two parts: an upper lateral from the building to the property line and a lower lateral from the property line to the main in the middle of the street. It says the owner maintains and repairs both. The Bureau of Engineering’s permit manual gives the basis, a long-standing city policy resting on an opinion of the city attorney, and it adds that a lateral blocked by tree roots is the owner’s responsibility whether the roots got in on private property or under the public right-of-way. LASAN’s explanation is that a lateral serves one lot only, so it is not repaired at the expense of the city’s other ratepayers.
The city’s part is the main. LASAN operates more than 6,700 miles of public sewer, which carry about 400 million gallons of wastewater a day.
Who May Repair a Lateral Under a Los Angeles Street
On your side of the property line. LASAN says a plumber with a standard plumbing license can make any repair that lies inside the property lines. The work is permitted by the Department of Building and Safety, LADBS, whose list of express permits, the ones issued without plan check, includes sewer alteration, repair or replacement.
Under the sidewalk and the street. The Bureau of Engineering’s manual is plain about it: any repair, replacement or rehabilitation of a lateral within the public right-of-way requires a sewer permit, which the bureau calls an S-Permit, issued to an active bonded sewer contractor. That is a contractor on a list the city approves one year at a time. To get on it, a contractor shows a California license in general engineering, general building, plumbing or sewer work, posts a bond with the city and carries liability insurance.
Lining and pipe bursting. Los Angeles allows both in the street section, as bonded sewer contractor work, with a camera inspection of the lateral before and after.
Inspection. The city’s Bureau of Contract Administration inspects and approves all construction in the right-of-way. When a lateral is televised under a permit, its inspector is present and grades the condition of the pipe.
We clear laterals all the way to the city main and carry the repair the same distance, from your property out to the main. A repair under the sidewalk or the street has to be done under the Bureau of Engineering’s permit by a contractor on the city’s bonded list. When our repair reaches that section, it goes ahead under the S-Permit, as the city requires. Wherever the pipe allows, the repair is made by lining or pipe bursting, and a trench is dug only when neither will work.
The City’s Two Lateral Rebates
LASAN offers two rebates to owners who pay the city’s sewer service charge, one toward a camera inspection of the lateral and one toward its repair. Both are first come, first served until the year’s money is gone. For either one LASAN asks for work by a licensed and bonded sewer contractor, the paid invoice with the contractor’s license number, a video that shows the property address at the start, and a written report. The inspection must be no more than six months old when you apply. The repair rebate also needs the final permit signed by a city inspector, dated no more than 60 days before the application. Applications go in through MyLA311. One caution: the complimentary camera inspection after one of our main line clearings is a look at the pipe, with no recording and no written report, so it will not serve as the rebate’s inspection. If you mean to apply, tell us before the work starts, and ask LASAN’s customer care center at 1-800-773-2489 what its rebate program will accept.
Hillside Lots and Backwater Valves
LASAN’s rule is short: if the lowest plumbing fixture in a home is lower than the cover of the street manhole, the property requires a backwater valve, a device that closes on its own to keep sewage in the main from backing up into the house. On a hillside street a house set below the road can have its lowest tub or shower under that level, which is the case the rule was written for. The valve is installed under an LADBS permit, and LASAN says it needs regular checks after that. On any hillside lateral we put a camera through the pipe before recommending anything, because nobody wants to dig a slope on a guess.
If a Sewer Backs Up in Los Feliz
Stop sending water down. A flushed toilet or a running dishwasher ends up at the lowest drain in the building, on the floor.
Know the early signs. LASAN lists them: drains that empty slowly, water that stands in the shower, toilets that gurgle, and wet ground in the yard over a cracked pipe.
Decide whose pipe it is. Sewage coming out of a manhole in the street is the city’s main, and LASAN’s customer care center takes those reports at 1-800-773-2489 day and night. A backup that stays on your property is in the lateral, which is yours.
Look for a cleanout. We open a backed-up main line from the outside cleanout. Where a house has none, we go in through a toilet or the roof vent, and once the line runs we can add a cleanout for next time.
In escrow on a Los Feliz house? Have the lateral looked at while your contingency period is still open, because the whole of it will be yours, street section included. Our buyer’s sewer camera inspection comes with the video and a written summary.
Los Feliz Water
Where Does Los Feliz Get Its Water?
From the Los Angeles Department of Water and Power, the utility the city owns. LADWP’s 2025 Drinking Water Quality Report lists Los Feliz and Griffith Park among its Central Los Angeles communities, whose water comes from the Los Angeles Aqueduct, the State Water Project and local groundwater. Across the whole city in 2025, the report says, 44 percent of the supply came down the aqueduct, 52 percent was imported water bought from the region’s wholesale agency, and the rest was local groundwater and recycled water.
The utility’s responsibility ends at the meter. LADWP says it delivers water as far as the property’s water meter and that owners maintain the pipe and plumbing beyond it, and it does not repair leaks on private property. On its own side of the meter, its customer bill of rights promises that a leak in the water system will be investigated and assessed within four hours of the utility learning of a possible pipe break. The number to report one is 1-800-DIAL-DWP, 1-800-342-5397, at any hour.
How Hard Is the Water in Los Feliz?
Moderately hard, on the utility’s own scale. For the Central Los Angeles communities the 2025 report points to two sets of results, aqueduct water from its filtration plant and its southern group of wells, with average total hardness of 103 and 116 parts per million. At LADWP’s conversion that is about 6 to 7 grains per gallon, inside the 4 to 7 band it calls medium-hard and just short of what it calls hard. Individual results ran as high as 159 parts per million, and LADWP notes that most areas of the city can receive any of its supplies during major repairs. On lead, the report says the utility finished the inventory of its own service lines in 2021 and found none made of lead.
Checking for a Leak, and the Bill Afterward
LADWP’s test is to shut off all the water, indoors and out, and then look at the meter. Any movement on its leak detection gauge with everything off means a leak. For a toilet, the utility suggests food coloring in the tank: color that reaches the bowl without a flush is a leak. If the gauge moves and you cannot find where the water is going, that is a job for our leak detection. Keep the repair receipt. LADWP will consider a billing adjustment after an underground leak on the property has been repaired, if the request reaches it within 12 months with copies of the receipts. It honors one such request in any 24 months, and it excludes leaks from sprinklers, water heaters, faucets, toilets and pools. If the shutoff at the house will not turn, we can replace it with a working emergency shutoff valve.

Additional Information
Who issues plumbing permits in Los Feliz?
The City of Los Angeles, through LADBS. Los Feliz is a neighborhood and has no building department of its own. The simpler jobs are issued as express permits, online or by appointment at the department’s counters, and LADBS’s current list of them includes replacing water heaters, replacing or adding plumbing fixtures, sewer repair, low pressure gas piping with up to 10 outlets, and adding an earthquake valve the same size as the gas main. Asked whether replacing a gas water heater in a single-family house needs a plumbing permit, the department answers yes, with one exception for a contractor it has registered to certify that work. Lateral work in the street belongs to the Bureau of Engineering, as explained above. Ask at the estimate and we will say which permit your job calls for. We can pull the permit for you, or you can pull it yourself if you prefer.
When is construction work allowed in Los Feliz?
LADBS gives the permitted hours for construction in the city as 7:00 a.m. to 9:00 p.m. Monday through Friday and 8:00 a.m. to 6:00 p.m. on Saturday, with no work on Sunday. Shorter hours apply inside the city’s hillside construction regulation districts, where weekday work runs from 8:00 a.m. to 6:00 p.m. and only interior work is allowed on a Saturday. The list of those districts on the department’s page does not name Los Feliz, but a hillside owner planning a long job should confirm what applies to the lot. Those are hours for scheduled work such as a repipe or a sewer replacement. A burst pipe or a backed-up drain gets answered when it happens.
Does Los Angeles require an earthquake gas shutoff valve?
Before a sale, yes. The Los Angeles Municipal Code calls for a seismic gas shutoff valve or an excess-flow shutoff valve on a building with gas piping before it is sold, which means before the sale agreement is signed or escrow closes. The same goes for a remodel or addition above a value the code sets, for gas work that replaces the gas meter, and for any building first permitted on or after September 1, 1995. The valve has to be a state-certified model that LADBS has approved, and it goes in under an LADBS permit with an inspection. The details are on our Los Feliz shutoff valve page, and the piping itself is covered on our Los Feliz gas line page.
Call Rooter & Plumbing Masters in Los Feliz
We are a veteran-owned company, and you can talk to our office and our crews in Spanish or in English. Old pipe gives fair warning if you know what to look for: a drain that has slowed, a toilet that gurgles when the tub empties, a meter that creeps with every tap closed. Any of them is easier to deal with this week than after the pipe lets go.

Is there a plumber available in Los Feliz right now?
Yes. Rooter & Plumbing Masters runs open 24 hours a day, 7 days a week, including nights, weekends and holidays. Calls to (888) 855-6680 are answered by a person rather than an answering service, and crews are dispatched from our own shop at 1601 Paramount Blvd. in Montebello.
How much does a plumber cost in Los Feliz?
It depends on what is wrong, how accessible the pipe is and whether the fix is a repair or a replacement, so no honest plumber can quote a figure over the phone without knowing those. The estimate is free, and you get the price for the job before any work starts. Financing is available if the repair is a large one.
Are you licensed, bonded and insured?
Yes. Rooter & Plumbing Masters holds California CSLB contractor license #1004038 and carries insurance. You can verify the license yourself through the CSLB's public license lookup, and we would rather you did.
