The utility owns the service up to and including the meter. From the meter outlet on, the piping belongs to the property, which in a rental means the owner arranges the repair. If you are a tenant, report the smell to SoCalGas or 911 first and to your manager second. If you are the owner or manager, we repair the line and pressure test it so the utility can restore service.
Is a permit required in Santa Monica, and who issues it?
Gas permits in Santa Monica come from the city’s own Building and Safety division, not from the county.
